ABOUT THE COMPETITION
UCTEA Chamber of Architects Ankara Branch organizes architectural idea competitions under the name of “Urban Dreams”, for the re-functioning of the buildings and areas with historical, social and architectural value in the Ankara city, forthe benefit of the public. Until today the idea project contests were held for the Ulucanlar Central Closed Prison, Hasanoğlan Village Institute, Zonguldak Coal Washing Facilities, Kızılay Square and Surroundings, EGO Depots, the Social Housings and Prison in Mamak District and Saraçoğlu Settlement and by establishing an urban scaled agenda, opportunities for re-functioning for some of these structures under public usage were created.
The scope of the ninth Urban Dreams Project Idea Contest is determined as re-functioning, conservation, rehabilitation and reuse of the Atatürk Forest Farm campus in compliance with its founding principles. Atatürk Forest Farm campus is a green axis in the Ankara city, founded in 1925, as the emancipation and modernity project of the Republic with its production facilities, social facilities, agricultural and recreational areas.
Atatürk Forest Farm (Atatürk Orman Çiftliği-AOÇ) was founded in 1925 under the leadership of the Founder of the Republic of Turkey, Mustafa Kemal Atatürk. The Farm, which today has 33,550,000 acres of surface area, was planned as a large green area at the periphery of the capital city and has created inspiring example projects for the human-agriculture relationship. It contains social recreational areas and was taken under conservation as a 1st Degree Natural and Historical Site. Atatürk Forest Farm which had 52,000 acres surface area in the year of 1937 is now equal to the size of 14 Hyde Parks, 10 Central Parks and 920 Gezi Parks. Atatürk Forest Farm is exposed to a severe process of destruction and ecocide in the last years. A total of 52 separate legal cases were launched by the professional chambers against the process of lowering the conservation degree of the area, opening it to construction and cutting thousands of trees, however the prime ministry service building and a large scaled Disneyland is constructed in contradiction with the legal court decisions. Despite the law decisions for cancellation and suspension of the plans and construction permissions, the unauthorized constructions and roads are being illegally built by the state organization. Since its foundation, forty percent (40 %) of the surface area of the AOÇ area had been destroyed in misuse such as renting, transfer, etc.
Atatürk Forest Farm campus is an invaluable breathing space for the city with its flora, fauna, green axis and cultural heritage buildings. The scope of the ninth Urban Dreams Project Idea Contest is determined as “ATATÜRK FOREST FARM AREAS RECLAMATION PROJECT” International Design Idea Contest, aiming to repair the damages on this unique campus, and enabling it to re-meet with the citizens. The competition calls the architects, landscape architects, urban designers, urban planners and students to develop the design ideas which will conserve this valuable but destroyed area, in a manner that contributes to the emancipation and enrichment of the daily lives of the citizens; conserving it by rehabilitation; revaluing it by putting into public usage; repairing its damages and at the same time they will be able to share the proposals and dreams and they will create the conditions conform to implement their ideas. On the other hand, one of the main goals of the competition is to promote public opinion and to contribute to the common architecture debates by benefiting from the diversity of opinions which shall be created at the end of the competition.
From the point of view of UCTEA Chamber of Architects Ankara Branch, it is crucial to create different approaches to the problems and finding solutions together with the urban actors against the dis-identification, memory loss and cultural impoverishment that our cities are being exposed to illegally as a result of the profit-oriented destruction processes.
Likewise the competition will provide a platform where the ideas about the urban life and its future, which are now quite limited , will be reproduced and spread; and where the citizens, experts, local administrators, public administrators, non-governmental organisations and the civilian initiatives shall come together and discuss in a collective way their proposals for solutions, and discuss the urban life and spaces we are living in. The competition will be international and single-stage planned under two categories; one open for the participation of the professionals, graduated from departments of architecture and other disciplines and the other for the participation of the students from the architecture departments and other disciplines of the universities. All projects and ideas submitted to the competition are important for the city. Therefore, the conditions necessary to ensure the sharing and discussion of each project will be provided within the framework of the competition.
In the specification attached, the aim of the contest, conditions for participation, documents expected and requested from the participants, how it will be held and concluded are given in details together with the competition calendar.
It is not impossible to imagine realizable urban dreams, make these dreams meet with the society and make them implementable with a collective enthusiasm. Atatürk Forest Farm can be emancipated with the help of your dreams and the damages it suffers can be repaired. We invite all architects, landscape architects, urban designers, urban planners and students to participate in creating such an enthusiasm and share their ideals with the society, and we also invite all citizens, local administrators, public administrators, professional chambers and civilian initiatives to act together for spreading such sensitivity.

SPECIFICATIONS OF THE COMPETITION
I. GENERAL INFORMATION
Atatürk Forest Farm was founded by Mustafa Kemal in the year of 1925 under the name of “The Forest Farm” over an area of 20 thousand acres purchased. The Farm which reached a surface area of 52 thousand acres between the years 1925-1937 with purchase of new areas was granted and entrusted to the T.R. Treasury on 11 June 1937 with a letter of testament written by Atatürk. The Forest Farm which was first attached to the “State Agricultural Enterprises Organisation” was then included in the body of the “State Production Farms General Directorate”. “Atatürk Forest Farm” was founded by the Law numbered 5659, issued on 24 March 1950, and the name of the farm was changed as the “Atatürk Forest Farm”, which came until today.
A part of the AOÇ area was transferred or sold to various organisations under laws which were enacted between 1950-1983 and its surface area was reduced to 30 thousand acres. Some of these transferred areas passed to private ownership from public ownership through the later privatizations. It was declared as a natural and historical site by the Conservation Board for the Cultural and Natural Assets on 2 June 1992. On 20 July 1993, the Board determined the site borders of AOÇ and on7 May 1998 AOÇ was declared as 1st Degree Site.
With decisions of the Board for Conservation, the attempts of damage over the AOÇ were interrupted for a while but unlicensed and illegal constructions within the site area continued. On July 8 2006, the “Amendment Law for the Foundational Law of Atatürk Forest Farm” numbered 5524, was put into force and consequently Ankara Metropolitan Municipality was authorized to make “primarily upper scale plans and Master Development Plan for Conservation and every other kind of development plans accordingly” about the Atatürk Forest Farm.
By this all-inclusive authorization, the Ankara Metropolitan Municipality, prepared in a very short time “1/25 000 Scaled Atatürk Forest Farm areas Master Development Plan” and “1/10 000 Scaled Atatürk Forest Farm Master Development Plan for Conservation” and the plans were approved by the Metropolitan Municipal Council on 12 January 2007. UCTEA Chamber of Architectures Ankara Branch, UCTEA Chamber of Landscape Architects and UCTEA Chamber of Agricultural Engineers launched legal cases for the annulment of the plans and the municipal council decisions which aim to open the area as a whole to profit-rent oriented practices. The council decision and plans were annulled by Ankara 13th Administrative Court on 28 November 2008 and the legal decision for annulment was also approved by the 6th Chamber of the Council of State on 17 March 2010.
The Metropolitan Municipality ignored the court decisions and enforced the “1/10 000 Scaled Atatürk Forest Farm Master Development Plan and Master Development Plan for Conservation for the 1st Degree Natural and Historical Site Area, 1/ 10 000 Scaled Transportation Scheme and 1/10 000 Scaled Transportation Implementation Project” on 13 August 2010 by the approval of Metropolitan Municipality Council for the same area. These plans and projects were also brought to legal courts with the demand of annulment by UCTEA Chamber of Architects Ankara Branch, UCTEA Chamber of Urban Planners Ankara Branch, UCTEA Chamber of Landscape Architects, UCTEA Chamber of Environmental Engineers, UCTEA Chamber of Agricultural Engineers and Ankara Bar Association and courtdecisions for annulment and suspension of the execution were given. Despite the legal decisions, the constructions of the Prime Ministry Service Building, Ankapark project and roads are still ongoing. Individual applications made by the Professional Chambers to the Constitutional Court about the failure to comply with the court decisions are yet not concluded. During the construction of the roadspassing through the AOÇ with a large width as 40 meters over the East-West and North-South directions and the Prime Ministry Service Building and Ankapark projects, an important amount of woodland and green area were destroyed.
It is possible to turn back from this destruction and to re-establish the Atatürk Forest Farm. Within this scope, the UCTEA Chamber of Architects Ankara Branch determined the subject matter of the ninth Urban Dreams Contest as an international “ATATÜRK FOREST FARM AREAS RECLAMATION PROJECT” aiming to conserve, reactivate and popularize the Atatürk Forest Farm area which is an emancipation and modernity project of the Republic.
II. SCOPE AND AIM OF THE URBAN DREAMS COMPETITION
The Atatürk Forest Farm Areas Urban Dreams Competition aims the following objectives:
- To form alternative proposals at an intellectual level for the urban re-functioning and damage repairing of the Atatürk Forest Farm with its spatial and environmental characteristics, buildings, open areas together and its cultural and natural values and also reclamation and reshaping of the area which has cultural landscape value as a universal heritage,
- To create public opinion for the reclamation of the competition area by re-functioning,
- To enable all actors to participate in the alternative project creation processes of the Atatürk Forest Farm over a broad spectrum from the national to the universal scale,
- To clarify the influences of the physical transformations of the spaces over the social life and the city,
- To carry the process of struggle which is run against the damage over the Atatürk Forest Farm to the universal dimension,
- To create an inter-cultural interaction about the Atatürk Forest Farm,
- To make the Atatürk Forest Farm a re-emancipation project as an indicator that every wound can be healed and hope does not end.
III. COMPETITION ORGANISING INSTITUTION
“ATATÜRK FOREST FARM AREAS RECLAMATION PROJECT” International Idea Competition under the context of Urban Dreams Project Idea is organized by UCTEA Chamber of Architects Ankara Branch.
IV. TYPE AND FORMAT OF THE COMPETITION
It is a free, international and single-staged competition.
The competition is organized under 2 categories, one for the students and the other fors the professionals. The competition is open to the graduates and students of architecture, landscape architecture, urban designing and urban and regional planning departments of the universities in Turkey and all other foreign countries. Participation in teams is recommended. Within the team at least one person is required to be a graduate / student of architecture department.
V.I. Participation Conditions for the Professional Participants
1) The contestants are required to be graduated from the departments of architecture, landscape architecture, urban designing and urban and regional planning of the universities and at least one participant must be graduated from the department of architecture,
2) The contestants in Turkey must be members of the professional chambers attached to UCTEA, and for those who shall participate from foreign countries, they must present a document which prove that they are professionals of the related disciplines,
3) The contestants are required to fulfill the registration procedures which take place in Article VI of the competition specification,
4) The contestants must fully present those requested in Article IX of the competition specification,
5) The persons who cannot participate in the competition are;
a) The consultants who act on behalf of the administration launching the competition and those who are among their employees and partners,
b) Those persons who are in task of preparing, running, concluding and approving any kind of procedure about the competition at the administration opening the contest,
c) Those persons who are defrocked from the profession,
d) Those persons who are among those who suggest, determine and/or appoint the jurors and reporters,
e) The jurors and reporters and those who are among their first degree relatives, partners, assistants and employees,
f) Those persons who participate in any part of the jury’s studies.
6) Each of those persons who participate in the contest in a team must fulfill the above conditions and each of them is jointly and separately responsible against the administration.
7) Those persons who do not fulfill these conditions, shall be disqualified during any stage of the competition.
V.II. Participation Conditions for the Students
1) The contest is open for all undergraduate students of the departments of architecture, landscape architecture, urban designing and urban and regional planning students in Turkey and all other foreign countries. Participation in the contest as teams is recommended. Within the team at least one person and the head of the team must be an architecture department student. (For participation in the contest, it is essential to be a student in the related departments of the universities on the date of January 2015 when the contest is declared. Those participants who are graduated after January 2015 must apply with a document showing that they are graduated after this date).
2) The contestants in Turkey must be a student member of UCTEA Chamber of Architects. In the cases where the contestants are from different disciplines, they also must be the registered student members of the relevant professional chambers attached to UCTEA. For those who participate from foreign countries, they must present a document proving that they are students,
3) The contestants are required to fulfill the registration procedures which take place in Article VI of the contest specification,
4) The contestants must fully present those requested in Article IX of the contest specification.
5) The persons who cannot participate in the contest are;
a) The consultants who act on behalf of the administration opening the contest and those who are among their employees and partners,
b) Those persons who are in task of preparing, running, concluding and approving every kind of procedures about the contest at the administration opening the contest,
c) Those persons who are among those who propose determine and/or appoint the jurors and reporters,
d) The jurors and reporters and those who are among their first degree relatives, partners, assistants and employees,
e) Those persons who participate in any part of the jury’s studies.
6) Each of those persons who participate in the contest in a team must fulfill the above conditions and each of them is jointly and separately responsible against the administration.
7) Those persons who does not fulfill these conditions, even they delivered their projects, shall be disqualified.
VII. REGISTRATION PROCEDURES OF THE COMPETITION
Registration and participation in the contest is free.

Name, surname, T.R. identity number (only for Turkey), profession, open address, telephone and fax numbers, e-mail address of the candidate contestant making the registration in the contest; in the case of participation in a team, name, surname, T.R. identity number (only for Turkey), profession, open address, telephone and fax numbers, e-mail address of the head of the team (For those who participate as a team separate registration shall not be looked for).

(During the evaluation process the jury shall determine the first meeting and the projects which shall be invited for evaluation together with the consultant jurors and the alternate jurors. After the evaluation conference is held, the jury shall complete its studies at least with seven jurors, in order to take the final decision. X. THE MATTERS THAT THE PARTICIPANTS ARE REQUIRED TO COMPLY
The contestants should acknowledge that the Atatürk Forest Farm areas are 1st degree natural and historical site,
They should produce ideas over the broadest borders of the Atatürk Forest Farm areas,
They should propose re-usage ideas about the allocated and transferred areas of the Atatürk Forest Farm areas,
They should conserve and propose a new function for the structures which were built during the foundation stage of the Atatürk Forest Farm,
They should also develop ideas for what shall be done about the roads and prime ministry service building which were built during the destruction process of the Atatürk Forest Farm,
And they will deal with the Atatürk Forest Farm at an urban scale, in a comprehensive manner together the values it contains.
1) Presentation:
The language of presentation is Turkish or English.
- The dimensions of the project sheets are at least one 80cmx200 cm with the condition of vertical use.
- The sheets shall be on folio covered photograph paper in poster format. The same 80cmx200 cm posters shall be also prepared in the format of colour imprinted two A3 dimension papers.
- The contestants shall present a written report describing their ideas with at least 400 at most 1000 words both as printed and electronic copies together with the poster.
- The form of the presentation is free with the condition that it is in compliance with the above format and it is left up to the preference of the contestants according to the dealt subject matter.
- Scales of the presentations are free and according to the subject matter they are left to the preference of the contestant.
- In the posters the ideas are expected to be supported sufficiently with written explanation.
- The proposal shall be delivered in digital format as well to be transformed into publication. Two CD-ROMs shall be delivered in digital format, in the first one the posters must take place with 80cmx200 cm dimensions with at least 150 dpi resolution tiff file. In the second CD-ROM the posters must take place again with 80cmx200 cm dimensions with at least 150 dpi resolution and their layers not merged (with layers). And the written documents used in the poster must take place in the CD-ROM in Word file format.
- In every sheet a NICKNAME constituted by two letters and four numbers with 2 cm height shall take place and the same nickname shall be written at the right top corner of all documents (each of the sheets, CD-ROMs, identity envelope, package) delivered.
2) Identity Envelope:
The contestants shall put, in the package in which the project is delivered,, an envelope having the same nickname with the project and over which the phrase of “ATATÜRK FOREST FARM AREAS RECLAMATİON PROJECT Identity Envelope” is written either by stencil or computer. The envelope will contain:
a) Two copies of identity information sheet in A4 dimensions where the full and open identities of the contestant or the whole team members in the case they participate in a team, the school they are graduated / still educated, their diploma / student numbers, chamber registration numbers of which they are members, correspondence addresses, telephone and fax numbers and e-mail addresses,
b) The document which the contestant or all of the team members and in the case they participate in a team obtained from the Chamber of Architects and /or professional chamber attached to UCTEA to which they are a member of, informing their membership status for that year (only for participants from Turkey). From the professional participants with foreign nationalities a document proving that they are a member of their professional group shall be required.
Project owners participating in the contest shall be deemed to accept to be exhibited with their open identities in the case they cannot win an award or an honorable mention in the contest,.

XII. ATATÜRK FOREST FARM MEETING
The contest areas shall be visited at the date of 25th May 2015, together with the contestants who made their registrations in the contest and informed that they shall participate in the Atatürk Forest Farm Meeting. The same day briefings and oral testimony meetings about the foundation of the Atatürk Forest Farm shall be made.
XIII. QUESTIONS AND ANSWERS

XIV. DAY, PLACE AND CONDITIONS FOR PROJECTS DELIVERY
The projects and the other documents which are required in the specification shall be delivered at the address of UCTEA Chamber of Architects Ankara Branch, Konur Sokak 4/3 06650 Yenişehir/Ankara/Türkiye at the latest on 14h August 2015 Friday 17.00 pm, by person or by cargo. The projects which are sent by cargo must be delivered at the cargo on 14th August 2015 Friday and must reach the reporting office as late as 17th August 2015 Monday, 17.00 pm. In the cargo delivery document the day and hour of the delivering at the cargo must be mentioned. The cargo delivery receipt report shall be sent by fax to the reporting office at the date when it is transmitted at the cargo. The competition reporters shall not be hold responsible for late delivery and deficiencies and damages which may occur at the cargo.
XV. NICKNAME AND PACKAGE ESSENTIALS
The Nickname constituted of two letters and four numbers of 2 cm. height shall be written over the right top corner of each sheet, each page of the reports, envelopes and packages. Over the packages, nickname of the project and the phrase of “ATATÜRK FOREST FARM AREAS RECLAMATION PROJECT” and “UCTEA Chamber of Architects Ankara Branch, Konur Sokak 4/3 06650 Yenişehir/Ankara” address shall be written.
XVI. CONFIDENTIALITY
During the whole stages of the competition identities of the participants shall be kept confidential.
In all documents delivered at the contest (projects, identity envelope, CD-Rom, project package) IDENTITIES shall be CONFIDENTIAL.
- After the delivery of the projects, the nicknames over all of the documents shall be covered an be replaced by a project number. The jury shall know the projects only with this project number.
- After the confidentiality condition of the contest is released, the identities of the contestants shall be opened during the exhibition as the exhibition of all of the projects is one of the aims of the competition. .
XVII. DISQUALIFICATION
The contest projects which does not fulfill the below conditions, provided with the condition that it is recorded in the minutes by the jury’s decision, shall be excluded from the contest:
1. Those works not fulfilling “Essentials for Participation in the Contest” stated in article V[ua4] of the contest specification,
2. Any sign indicating the identity of the project owner at any part of the project, CD-ROM, package, identity envelope or the report, shall cause the exclusion from the contest provided with the condition that it is recorded in the minutes by the jury’s decision. No signs can take place over the copies of the project indicating the identity of the contestant.
XVIII. AWARDS AND MODE OF PAYMENT

XIX. AWARD ANNOUNCEMENT
The results of the “ATATÜRK FOREST FARM AREAS RECLAMATION PROJECT” International Idea Contest shall be announced on Monday 14th September 2015 with a press conference to be made at UCTEA Chamber of Architects Ankara Branch and also in the press media (Internet, bulletin and magazine) of UCTEA Chamber of Architects Ankara Branch and at the address: http://aoc.mimarlarodasiankara.org.
XX. EVALUATION CONFERENCE, ANNOUNCEMENT OF THE RESULTS, COLLOQUIUM AND AWARD CEREMONY
The contestants of the projects under both categories which shall be selected by the jury for the evaluation conference will make the presentation of their project. The presentations in the Evaluation Conference will be open for all, with the participation of the jurors, citizens and political actors and a debate will be held for the proposed different ideas. After the Evaluation Conference debate the final evaluation for the awards shall be made by the jury.
- All participating projects shall be exhibited between 19- 26 September 2015.
- The Colloquium shall be held on 19thSeptember 2015 Saturday. The awards shall be given at the colloquium. All projects and contestants awarded and participated in the contest shall be gathered in Ankara during the award ceremony and all projects shall be published over the web page.
- The exhibition and the award ceremony will be announced as widely as possible.
XXI. COPY RIGHT AND RETURN OF THE PROJECTS
Copy rights of all projects shall belong to the author / authors but Chamber of Architects Ankara Branch, as organizer of the contest, shall have the right to publish and transfer to a publication provided with the condition that the name(s) of the author/authors are mentioned. The projects delivered shall not be returned back to the contestants and shall be kept within the body of the UCTEA Chamber of Architects Ankara Branch in order to be published and exhibited later to be. Those who participate in the contest shall accept these conditions.
